Sticky Goo in the Ocean to Stop Enemy Vessels

One tactic the US has used quite effectively is a “blockade”, using grape fruit sized polymer gel balls, which dissolve in three days. All this gooey mess will not hurt the Sea Life. Sharks which rely on forward momentum might be effected f they got to close to the surface. The dolphins, whales, seals could be told to stay away using ELF coded chatter and unfriendly sound at a low power setting.
To stop submarines heavier than water polymer balls of a water logged weight of just more than that of sea water would form underwater curtains capable of disabling a the underwater craft. Unsophisticated submarines using propellers or low power to weight ratios would be stopped dead in the water and in three days have serious issues with batteries. Such crews of submarines would be asked to surrender and submit to rescue and interrogation or depth charges sent to render the final blow of our political will. Submarines stuck in this predicament could not fire torpedoes, as they too would be stuck. If they fired all their torpedoes to cut a hole in the good so they could proceed, then they would not have sufficient weapons left to fight. Any unexploded ordinance stuck in front of them could spell potential disaster, thus they could not shoot any launch and forget torpedoes. Submarines trying to launch missiles or ICBMs might want to think again, because if it fails to break the surface and is stuck in the “Goo”, it might be the last thing they ever do.
